Flashpoints can be played as part of the story or just for the fun of it. They can be repeated so you can play them in advance, or repeat them after just for the fun or to help your friends.
This list show where to pick up the Flashpoints outside the main story but still to get some background story.

Veteran mode (before 5.0 it was called "tactical") for a group of four, with any combination of roles and a mix of levels, or two players with companions. Story flashpoints is part of the main story and always has a solo mode.
Since the 4.1 update some Flashpoints givers for the background stories are removed. The list is not totally updated for that change. Sorry.
